My villager crop farm had that issue If that is what's happening, give the trapped villager a different profession and lock it immediately If the farmer villager cant use his workstation he wont harvest, plant or throw crops
These farms also take a few hours to stabilize in my experience before the food throwing become consistent. They’re insanely good at this as a result, and can mine & harvest basically everything except a few minor specific items (like extinction furniture and element rocks).
